Neighbourhood Plan – Declaration of Result of Poll

It is with great pleasure the members of Aberford and District Parish Council announce that, following the referendum that took place on 31.10.19, more than half of voters voted in favour of the Aberford Neighbourhood Plan, and the Plan has therefore now been made. This means the Plan is now part of the development plan in the determination of planning applications in Aberford.

Turnout was confirmed at 27.7%, with 86.7% of voters voting in favour of the Plan.

Members would like to thank all who have been involved in the Plan over the last eight years, and thanks also go to everyone who was able to vote at the referendum.

ADPC Neighbourhood Plan – Referendum 31.10.19

The members of ADPC are pleased to announce we are in the final stages of getting our Neighbourhood Plan adopted.

Thursday 31st October 2019 is an important date this year because it is the day a referendum will be held on our Neighbourhood Plan. 

The plan’s policies are based on consultation with residents of the village and with landowners from within the plan boundary. The policies will:

·      help protect us from large scale housing or other developments

·      help to protect community facilities and services

·      provide strong protection of designated local green spaces

The Plan is available to view on the Leeds City Council website and Parish Council website. Printed copies will soon be available to view at the Arabian Horse Pub, Village Hall Café (Fridays only) and Pearce Bottomley Architects (Roman Ridge, Aberford). The Plan is almost identical to the draft Plan people have already seen.

The Parish Council has been working on this for some time and now we are at the final stage we need everyone to go and vote in favour of the Neighbourhood Plan at the referendum on 31st October 2019. It can then begin to do its work of protecting and improving the parish by shaping future planning decisions in line with community wishes.

Publicising the Aberford & District Neighbourhood Development Plan Habitats Regulations Assessment Screening Update and Updated Aberford & District Basic Conditions Statement

The Aberford & District Neighbourhood Plan Habitats Regulations Assessment Screening Report and the Aberford & District Neighbourhood Plan Basic Conditions Statement have been updated following a change in case law and subsequent amendments to the neighbourhood planning basic conditions. Leeds City Council is therefore undertaking an additional Regulation 16 Publicity period on the above documents.

Further information on the scope of the publicity is provided below in the Covering Note. Any representations will be made available to the Examiner and on Leeds City Council’s website so that they may consider them when concluding whether or not the Aberford Neighbourhood Plan meets the Basic Conditions.

This publicity will run between Monday 18th February and Monday 1st April 2019 (closing at 5pm).

Aberford Neighbourhood Plan – Basic Condition Amendment

The Independent Examiner of the Aberford Neighbourhood Plan, Ms Ann Skippers MRTPI, has issued a note regarding a Basic Condition Amendment, following the Conservation of Habitats and Species and Planning (Various Amendments) (England and Wales) Regulations 2018, which came into force on 28 December 2018.

Aberford Neighbourhood Plan – Regulation 16 Representations Index

In June 2018 Aberford and District Parish Council submitted the Neighbourhood Plan for independent examination.

The consultation has now closed and the Plan is being examined by Ms Ann Skippers MRTPI. The examiner has requested that representations submitted to the consultation are published on both the parish council and city council websites.

Aberford Neighbourhood Plan – Letters from the Examiner, July 2018

The Aberford Neighbourhood Plan is currently being examined by Ms Ann Skippers MRTPI, Independent Examiner, Director Ann Skippers Planning. Ms Skippers has recently issued three letters as listed below:

Neighbourhood Planning Regulation 15 – Submission of Aberford Neighbourhood Development Plan

In accordance with Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Aberford and District Parish Council has now submitted the Aberford Neighbourhood Development Plan to Leeds City Council.

The submission comprises the following documents:

  • Aberford Submission Draft Neighbourhood Development Plan
  • Aberford Submission Draft Neighbourhood Plan Map
  • Aberford Neighbourhood Development Plan Consultation Statement
  • Aberford Neighbourhood Development Plan Basic Conditions Statement, including Final Aberford SEA/HRA Screening Report

This Submission Neighbourhood Development Plan has been submitted by a qualifying body, namely Aberford and District Parish Council. The plan proposal relates to planning matters (the use and development of land) and has been prepared in accordance with the statutory requirements and processes set out in the Town and Country Planning Act 1990 (as amended by the Localism Act 2011) and the Neighbourhood Planning Regulations 2012. The Neighbourhood Plan proposal does not deal with county matters (mineral extraction and waste development), nationally significant infrastructure or any other matters set out in Section 61K of the Town and County Planning Act 1990. The Neighbourhood Plan proposal relates to the designated Aberford Neighbourhood Area and to no other area. There are no other Neighbourhood Plans relating to that area.
