Leeds City Council has confirmed the Aberford Neighbourhood Plan has now been officially made. The decision statement has been issued and can be viewed by clicking here and downloading the PDF file named “Aberford NP Reg 19 – Decision Statement”.
It is with great pleasure the members of Aberford and District Parish Council announce that, following the referendum that took place on 31.10.19, more than half of voters voted in favour of the Aberford Neighbourhood Plan, and the Plan has therefore now been made. This means the Plan is now part of the development plan in the determination of planning applications in Aberford.
Turnout was confirmed at 27.7%, with 86.7% of voters voting in favour of the Plan.
Members would like to thank all who have been involved in the Plan over the last eight years, and thanks also go to everyone who was able to vote at the referendum.

This statement is made in accordance with Section 1 of the Neighbourhood Planning Act.
The members of ADPC are pleased to announce we are in the final stages of getting our Neighbourhood Plan adopted.
Thursday 31st October 2019 is an important date this year because it is the day a referendum will be held on our Neighbourhood Plan.
The plan’s policies are based on consultation with residents of the village and with landowners from within the plan boundary. The policies will:
· help protect us from large scale housing or other developments
· help to protect community facilities and services
· provide strong protection of designated local green spaces
The Plan is available to view on the Leeds City Council website and Parish Council website. Printed copies will soon be available to view at the Arabian Horse Pub, Village Hall Café (Fridays only) and Pearce Bottomley Architects (Roman Ridge, Aberford). The Plan is almost identical to the draft Plan people have already seen.
The Parish Council has been working on this for some time and now we are at the final stage we need everyone to go and vote in favour of the Neighbourhood Plan at the referendum on 31st October 2019. It can then begin to do its work of protecting and improving the parish by shaping future planning decisions in line with community wishes.

The Aberford & District Neighbourhood Plan Habitats Regulations Assessment Screening Report and the Aberford & District Neighbourhood Plan Basic Conditions Statement have been updated following a change in case law and subsequent amendments to the neighbourhood planning basic conditions. Leeds City Council is therefore undertaking an additional Regulation 16 Publicity period on the above documents.
Further information on the scope of the publicity is provided below in the Covering Note. Any representations will be made available to the Examiner and on Leeds City Council’s website so that they may consider them when concluding whether or not the Aberford Neighbourhood Plan meets the Basic Conditions.
This publicity will run between Monday 18th February and Monday 1st April 2019 (closing at 5pm).

The Independent Examiner of the Aberford Neighbourhood Plan, Ms Ann Skippers MRTPI, has issued a note regarding a Basic Condition Amendment, following the Conservation of Habitats and Species and Planning (Various Amendments) (England and Wales) Regulations 2018, which came into force on 28 December 2018.

In June 2018 Aberford and District Parish Council submitted the Neighbourhood Plan for independent examination.
The consultation has now closed and the Plan is being examined by Ms Ann Skippers MRTPI. The examiner has requested that representations submitted to the consultation are published on both the parish council and city council websites.
